Imagine a state implementing what, for you, is the best political system. In addition, their economy is flourishing, their culture is amazing, and what not, really, anything you like.
BUT there is a catch. For some obscure reason in this country, if you are a member of the nazi party, then you are allowed to torture, rape and kill Jews,and no one should do anything to prevent you from doing it. For the sake of the argument we'll assume that 6% of the population of this country are nazis and 6% are Jewish.
Would you not judge this country on the actions of a minority? Would you not say that despite all the advantages you can imagine, this country is backwards (and significantly worse than most of the current countries)?
