create a tourney

Tactical2016

i know how to make tourneys
i played in so much of them,
and i think you should make a tourney for every continent
check if anyones flag is wrong and not from the continent
definetly there will be a lot of asians, so maybe think about that first.

There is a new feature in Lichess called Team Events that is in the works. I was thinking to wait until Thibault finishes it for this. Anyway, will let people know.

So far the overwhelming response is for 10+5 tournaments somewhere around 17-18 UTC during the weekends.
