1 f4 e5!? From Gambit is problematic for White; if White is not prepared, he can get rolled. If White is prepared Black should accept the loss of the pawn. It can be a tactical nightmare.
I would go for:
1 f4 d5 followed by ...Nf6, ...g6, and ...Bg7 is probably the best response from a practical standpoint. Ends up being a reverse Dutch.

I think f3 is the worst, then Nh3 and Na3. Best moves are e4, d4, c4, Nf3, and Nc3

I'd say playing the main line for White (i.e., 2. fxe5) is "White being prepared."
Most other 2nd White moves give Black an advantage. That would constitute "White not being prepared".
My 2c, but I wont argue the point. It seems like a shit variation all around to me.
