and about getting titles see rules will change as the federation grows we can start in easier way for now

I really don't like the idea of the highest rating being the one we use for the titles. It isn't usually what the persons true rating is, like my 2264. I was only only on a lucky streak, and I didn't deserve that rating. Not one bit. So if we want to make it a bit harder, we go with what the current rating is. If we want to make it a lot easier, we go with the highest rating.

I am making the rules there everyone see ask the rk leader's for suggestions then we can decide things later
